在国内医疗器械的自由销售证书怎么做？

1，直接由食品药品监督管理局来为医疗器械出自由销售证书，所谓的食品药品监督管理局，就是药监局；
一般常见的医疗器械都是归药监局管理，他们来负责出自由销售证书；（但是这种要求比较严格，很多产品是不归药监局出的，而且按照地方不一样要求也不一样，每一个地方的药监局的要求都不一样，所以很多东西是不归药监局管，所以就出不了，或者是工厂自己本身没资质，或者是没注册证，申请不下来自由销售证书怎么办？）
2，如果出现上面这种情况就可以选择做第三方机构出具的自由销售证书了；
