天永实业（深圳）有限公司回答：其实关于泰国这个国家，我司已经对于这个国家的进口要求和进口清关资料已经有多年的经验了，从2011年开始，泰国对于中国的进口要求一直在变，针对自由销售证书这个其实是多数都是针对医疗器械，或者是宠物的医疗器械产品都会要求提供自由销售证书；

所谓的自由销售证书，其实就是FSC证书，或者叫做CFS证书，都是英文简称，但是多数都是叫FSC证书，这份自由销售证书可以找食品药品监督管理局出具，但是前提的是产品是在药监局的管理范围内，以及生产的工厂具备相对应的资质才可以。

如果工厂没有资质，或者是产品不在食品药品监督管理局的管理范围不给出具自由销售证书怎么办？
